By organizing the discussion on the use of a huge piece of land in the historic center of Recife - José Estelita Pier - based on the interests of the real estate speculation, the City Hall eliminates the possibility of debate. The "Public Hearings" become stage games, with the purpose of legitimizing the aspirations of the "Novo Recife" consortium.
